And likely will remain so indefinitely.   I don't care how many law degrees
you have, or how many years you've been practicing law.  Within the US,
there are only nine people who know the true answer to this question, they
only know it collectively, and they only know it as it pertains to less than
5% of the world population.  And in all likelihood those nine people will
*never* tell us the answer, because it just isn't something important enough
to take that far.

As such, there's really no sense in debating it.  Or to pointing out legal
opinions, "consensus", or anyone else's guess.
