No, it's a proposal to encourage people to tag for the future and to smooth
transitions to better tag schemes.

IMHO one of the reasons we get stuck with bad schemes is that switching is
so unattractive. If you go around changing existing tags to something
marginally better, all renderers will instantly stop rendering anything.
That's a huge disincentive.
