Whoops, forgot to mention the third limitation in the OSMdoc data:
- this only includes the top 1000 keys, and the top 50 values for each key.
If shop=tailor has no number next to it, it means there were 50 more
frequent shop=tags. If/when I get a more comprehensive dump from Lars, I can
fix this. It's hard dealing with so much data, for a few reasons, though.
Could you update the JOSM rules? Seems to be outdated as I've done some

Sure. I'll start looking at doing updates live off the web (rather than off
my downloaded copies).
