I keep telling you the words "open" and "free" are too ambiguous :P

It considered open because it uses open data, it could be open because
it's open for anyone to supply information to extend it, it's open
because anyone can use the tiles (currently), don't ya just love the
word open? :)

Most of them might not have the technical skills or the inclination
since someone else has already made something "good enough"
