Depending on voltage (multiples of 1.5v are nice) you might be able to
get one of those big plastic jars they sell fruit in these days, stick
all the batteries in the container then duck tape it.

However, what's the range on the dog collars?

That said, 30s updates would be ok for slow running water, but
anything that was slightly swift might be too quick.
