[OSM-talk] upload error using bulk_upload.py

Hi,

These are all new nodes and ways (protected area boundaries) converted
from a shapefile using polyshp2osm.py.
I did manual modifications using josm but since josm has limits for
each changeset, I tried th bulk_upload script.

Another weird thing is:

Osm version saved was still 0.5.
