I have been using:
<tag k="route" v="road"/>
<tag k="type" v="route"/>

for example http://wiki.openstreetmap.org/wiki/Canada:Alberta#Tourist.2FScenic_Trails which are 'official' tourist trails around Alberta, Canada.
