Well it's a restriction, so tagging it as such might be more consistent with other restrictions, eg.

restriction=time_limitation

I have no idea about how to tag the limitation though as it might include time of day/day of week limitations in some car parks, for example there might be explicitly no parking after 10pm so the limit would equal 0 or something to that effect.
