I understand your country only have the legal signs, but here in Brazil we
have the two. One with a legal limit where you can be fined if you pass
with a too tall vehicle, and the other where it will be between you and the
insurance companie how to deal with it. They both should give the same
advise to the driver (find a different road if you are too tall).

And many more, such as turn restrictions, weight restrictions, yeld/right
of passage, traffic signals, but that shouldn't be an argument not to
implement it.
