Funnily enough I've just been amending some wiki pages which used the old <map> syntax where z= or zoom= where allowed; the new syntax only supports z=.

Not quite what you're after, but there is also
http://wiki.openstreetmap.org/wiki/Slippy_Map_MediaWiki_Extension
which is very similar to map, but allows viewers to drag and zoom.
