In that case, the data should not be in OSM but should instead be pulled 
in on another level - for example, create transparent tiles to show on 
top of OSM tiles, or make a shapefile and pull that in through Mapnik.

I assume that with OSM becoming more popular and OSM tools becoming more 
widely used, there will be some pressure on OSM to import various kinds 
of data that is alien to the concept of OSM just to make it easier for 
the users - but we must resist that pressure. OSM data is data made by 
and for the people, and if someone has data that must not be modified 
(because of course it is 100% error free...?) then don't put that data 
in OSM!
