This proposal is an add-on to my "conditions for access tags" proposal.
It extends the "access conditions" approach to multiple conditions and
documents some additional conditions. Most improvements suggested during
the original proposal's RFC and poll processes have made it into the
extension.

With this way of tagging, we'd probably be able to represent almost all
maxspeed and access restrictions.
