Perhaps when the upstream bikeways data changes, it could automatically log an
OpenStreetBugs request for the affected area?  That would be enough to start
with, and over time you could develop code to apply the changes automatically. 
For the small number of cases where no automatic update is possible (because the
OSM data has been edited in the meantime, or whatever), it could still log
OpenStreetBugs to request manual attention.
