I know of two options:

1) I wrote a Java version here:

You specify the conversion with a rules file that is somewhat difficult to
understand.

2) Chris Schmidt wrote a Python version here:
http://crschmidt.net/blog/354/polyshp2osm/
You have to modify the Python code to build up the tag conversion rules.
