Probably there is more than just one rule for pubs in osm-map-features- 
z17.xml. I had this situation for example with hotels. IIRC there were  
at least 3 rules for them:
amenity:hotel --> caption
amenity:hotel --> symbol
tourism:hotel --> symbol

And may be more.
