I do all of my OSM work on my Acer Aspire One netbook.  It's not a
handheld, but it is small.  I've never used it out in the field, but I do
take it with me whenever I travel, then I can dump data from the GPS and
do some OSM work when I'm in the hotel, or cafe or wherever.

The screen is a limiting factor (1024x600 resolution) but JOSM is usable.

I think it could be used 'out and about', but it would be awkward.  A
tablet would be easier to carry and use.  To be honest though I prefer
carrying the GPS ($150) and a (paper) notebook ($1) and pen ($1).
