This is because the main OSM mapnik style doesn't render shop=* at
all. See e.g. this bug:

    http://trac.openstreetmap.org/ticket/2210

So even though it's in our mapnik DB on cassini it doesn't show up
because there's nothing in the stylesheet that makes it render.

You could modify the stylesheet to include shop=*. JOSM has some icons
for these that might be usable for a mapnik rendering.
