We don't do pre-rendering so this shouldn't be necessary, but lack of
space/cpu has been cited for not rendering t at h to zoom >17, the same
is likely to apply for >18 in the main mapnik layer.

I've tried rendering up to zoom 19 (or even 20) locally. It was very
useful for some areas.
