i have a device like that on my to-do list.
(parts are here, but i didn't find time to build it yet)

The price is about 100 euro (using an existing GPS receiver):

Homegrown Arduino Clone               about 20.00 euro
ADXL345 - Triple Axis Accelerometer         24.95 euro				
IDG300  - Dual Axis Gyro                    56.00 euro
