So in that case, you seem to be suggesting that a "directed area" can
be modeled as just a *relation* with an area and a way as members.
Sounds fairly ok to me.

But it does raise some questions as to what extent relations would
need to be used to link areas with ways. I guess it's only applicable
for highway=*'s? Needs more thought...
