by your name I guess you're an English native speaker, so I guess you're
right, still the definition in WIkipedia states:
In modern usage, a *causeway* is a road or railway elevated on a
sandbank<http://en.wikipedia.org/wiki/Sandbank>,
usually across a broad body of
water<http://en.wikipedia.org/wiki/Body_of_water>or
wetland <http://en.wikipedia.org/wiki/Wetland>.

While in the pictures given by the OP it didn't seem to be a sandbank where
the road was constructed on.
