there's also an inactive duplicate here:
http://wiki.openstreetmap.org/wiki/Proposed_features/Proposed

there's a big difference: my proposal doesn't break rendering for
renderers/routers/other consumers that don't know the tag planned,
while the linked proposal breaks it by rendering a proposed street
like an already built one in case it doesn't know the specific tag!
