It seems like it would make more sense to have a tag called "peak", with attributes "natural" or "manmade", rather than the other way around.  After all, every object in the world is either manmade or natural.

That's right. But they are peaks. There should be man_made=peak.
The problem is, that after a recultivation a slag heap or a rubbish dump
often can not be distinguished from a natural peak.
