[OSM-talk] how to map this? cycleway or footpath?

Personally I'd go with highway=cycleway & foot=yes

The cycle access looks reasonable and the cycle side looks like it's
essentially dedicated for cyclists. If it were a shared use path where it
looks like cycle access has been added afterwards (perhaps more of a case to
take cyclists out of a road, rather than having been designed that way in
the first place) then I'd be tempted towards the latter.
