I'm sure you thought that this would be a simple question and answer, but a 
quick look through the archives of this list will show you that there are more 
opinions on this than members of the list.
I've viewed the photograph, and how *I* would map it I cannot say.
I would ask was it first designed as a bike-path or a walking-path?
