[OSM-talk] How to map quarters?

Cambridge tried this as well, but they've been abandoned because people
didn't understand what they were for and councillors don't like roadsign
clutter.
Assuming they are the same idea, the main purpose is to provide drivers
with an indication of how to get to a bit of the city around all the
pedestrian and one-way systems that make it difficult for deliveries etc
to get to their destination.
As such, I wonder whether some route relations might be useful, say from
each of the main ways into the central area to each of the destinations.
That doesn't help you with how to mark the area itself, but I guess it's
a pretty artificial concept based around the traffic restrictions rather
than a name which is useful on its own.
