[OSM-talk] highway=residential for rural ways?

Hi,
should highway=residential be used only in cities or also for rural ways?

Currently:
http://wiki.openstreetmap.org/wiki/Tagging_samples/out_of_town

I see that residential roads aren't supposed to be used outside of
towns, is that right or wiki needs an update?
