[OSM-talk] County-Boundary in Mapnik same as primary highway

So from this perspective this count_y_-border should have been
admin_level=*6* ;)

Taking a deeper look into the attributes I found that the last editor
(gnosomai) has added "highway=primary" to the way (24307804). I'll send
him a note, that this seems not be correct.
