Lets face it, most surveyed paths are made by consumer grade GPS
receivers, and street names surveyed are by observation, so
source=survey covers the majority of situations without needing
multiple sets of tags

do we really want to do this:

source=gps
source:name=observation

whereas

source=survey surfices just fine...

?
