[OSM-talk] how to ensure that a deleted "tainted" way/node won't be reverted

Hi,

NOTE:  This is not intended to be a ban potlatch post.

Last month, we found out that some user is adding "copyrighted
material".  I initiated the communication and the user apologized for
doing it:

After which we immediately removed the data.

Last week, we found out that another user is adding back the data.
The reason was by clicking the "U" in potlatch, the deleted roads
appear as red lines with a lock icon.  Of course there is a tag
showing the history:some version number.  If the user would want to
know more why the data was deleted he/she can click  "H" to show more
history info, but I suspect very few newbies know about this.

I do love that we do not forget our own history, but is there a way to
warn potlatch users not to revert such data?  Perhaps an additional
tag as to why the data was deleted? This can be probably parsed from
the changeset comments.

Any ideas?
