I think what you need urgently is that the russian community organizes
himself a planet dump mirroring where military stuff are filetered out. And
state clearly in all your OSM documentation on your website (if you have
one) and in the russian pages of the main wiki that using directly the OSM
data inside the country has a high risk of law infringement.
Then next step would be to setup your own tile server using the filtered
planet dump.
I would be curious to know what is happening with the satellite imagery
available in Russia. Are all military zones blured in Yahoo, Google Maps,
Bing Maps, etc ?
