I think you forget that a military complex is often a normal workplace
for a lot of people where they have to drive in every morning and may
want things like routing or search or any other application, to work
equally inside and outside that place. The locations of most things
in military units around the world are not state secrets. Also, what
is prohibited for one mapper, may be allowed for another mapper.
