What do you plan to do with a local copy of Rails port?
To render OSM data people most often use city, country or planet data in a
postGIS database, and then mapnik or osmarender to generate the rendered
images. If you wish to serve tiles, consider adding OpenLayers, and
mod_tile or tirex.
