One idea might be:
Where an existing road in OSM has a GPS trace, keep it or manually reconcile
the LINZ data. Where there is no GPS trace, the road must have been traced
from aerial photography, so there's no reason to suppose it's any better than
the LINZ one. Still it would be worth checking a dozen examples of roads-
without-traces to see where they tend to come from.
