[OSM-talk] Military objects in RU: warning about status of voting

However, Vctos and others is constantly trying to mislead the community
claiming that voting MUST be obligatory. To prevent this misunderstanding
Zkir added the warning, but Vctos is reverting it again and again.
Current situation is real edit war. I consider some interference is needed.
