[OSM-talk] Tag conflict? e.g. man_made=tower and man_made=surveillance

Personally I think that surveillance=... should only added to a node 
that actually describes the location of a camera. In Germany some people 
seem to have added "surveillance=indoor" to half of the shop nodes. God 
forbid UK residents taking on the same zeal as this would undoubtedly 
lead to "surveillance=indoor" being attached to every ATM, shop, filling 
station, parking lot, pub, and railway station.

If having a CCTV in a shop is the norm, should we perhaps start tagging 
the exception (surveillance=no)?
