wouldn't this still lead to surveillance=yes and surveillance=unknown
to see if this tag is already checked, or simply a missing
information? ;-)
IMHO especially for indoor cams but somehow for outdoor ones as well
OSM is not the perfect medium to insert the info into (because there
is currently no way to store angle and viewing direction) and because
for places in the inside there is usually no data (floor plan)
available, we can't store different levels of multilevel-buildings,
...
For statistical purposes this might still be interesting that's why
I'd opt for J. Smiths idea of storing the number of cameras. Btw.: it
could also be interesting to differentiate between "normal" cameras
and dome-cameras (full viewing angle).
