I remember now, there's a system like this at the Ikea "Paris Nord 2", on the
parking there's a blocking system and the shopping carts can't go over, but it
was not like in the escalators. This system is rare in France, but why not add
a tag shop:cart=blocking_line on a way where the yellow line is.

Ok, so for shops with free carts, we could use shop:cart:fee=no or the value
of the fee if there's one.
