Yes they are. If Malcolm (to use him as example) goes ahead and does some Very Cool Stuff, that's great for OSM! It'll both further OSM's cause and make his way of doing things more popular (tagging schemes or whatever it may be).

When conflicts are decided this way, it improves the situation for everyone! It may take quite a while though. Perhaps it's already been too long in the case of marine tagging, but that's not for me to judge.

Right.

Now, my question whether or not the OSeaM tagging scheme is a "private" one (that is, neither being nor aspiring to become an official OSM proposal) is unanswered as yet.

If the answer should indeed be "yes" (and given the facts and previous statements here, on [talk-de] and on the Wiki I'd be inclined to assume a "yes", at least until someone claims the opposite), then it would appear we have a clear way forward:

Discussion and eventually approval of the Marine Tagging proposal as a go-to place for everyone looking for a standard.
