Well, so far I think it would be enough to render the symbols that where
rendered for the OSeaM- Baltic Sea map which was generated in January
this year.
 
I think just the major seamarks are a good start.
4 cardinal buoys,
2 lateral buoys
1 safewater buoy,
2 lateral_preferred_channel buoys
1 isolated danger


This are 11 Icons which should go a long way. Add stuff as you go.

To be frank, I'm a bit biased towards open sea mapping and inland waters
don't interest me that much, but a different Icon set could be provided
for inshore sailors in the future.

Icons for marina/port, lighthouse, gas station etc are built into my
Garmin (Legend HCX) allready. I'm not even sure if this 30 to 60 icon
limit even exists when the POIs are integrated into the map itself and
not as an extra overlay. I can even choose to use different marine
speciffic icon sets. I don't know if this is a map feature or already
built into my Garmin device.

I had a chat with Mark Burton (a mkgmap- dev?) a while ago. He made the
Baltic sea Garmin map back in January. I asked him about a marine map
that included the data which is tagged by the  "marine mapping"
proposal. He said he would consider this when this tagging scheme gets
approved eventually. He completely was unaware of the fact that the
OSeaM taging scheme never underwent the voting process.
