I use Mapzen POI Collector on my iPhone:

It isn't perfect (you can't add roads or areas and can't modify all 
nodes), but it scratches my mapping itch when I'm around town.  It 
crashes frequently, is slow to load maps and the UI is quite 
constrained, but it's is free.
