Yes there is and technically should be.
http://www.openstreetmap.org/browse/way/3493177 is an example where there is no other name tags.
http://www.openstreetmap.org/browse/node/269271354 is an example where you have the name in English in the name tag, and no name:en tag.
And I have found one where name is in Gaelic, with a separate en tag, but no other name tags: http://www.openstreetmap.org/browse/relation/380646
