Open the PDF with Gimp, save it as JPG and load it in Josm with the PicLayer 
plugin. Maybe there some Problems with the resolution, so you have to play 
around until you find the right one.
Now you can stretch, move and rotate the image with the buttons appearing on 
the left sidebar. Rightclick on "PicLayer #0" offers the opportunity to save 
and load the calibration.
