I would say it's a combination of both, bought about by the false 
confidence of being a virtual monopoly financed by the people.

The British public are still financing it. The local authorities are the 
ones maintaining info on paths & such like, which we have to pay for, & 
then passing that data onto the OS free of charge!

Dr Vanessa Lawrence siad recently whilst appearing on a TV show that 
income from printed maps was really low compared with digital data such 
s that supplied to sat navs, & AFAIK, the data that's being released 
will consist mostly of that style. So I'm not sure sale staff will be 
that effected.
