I've added a navigation bar to the top, should make navigation between subpages easier. Task and Ideas moved to http://wiki.openstreetmap.org/wiki/WikiProject_Haiti/Tasks_and_Ideas
Especially the WMS links still need a clean up and some wiki internal links are broken because of the move to subpages.
