It makes sense to me that the damage assessment would mostly be from the ground. From an aerial or satellite photo, you can tell if a building is collapsed, but not if the walls are damaged enough to make collapse likely in the near future.

Not in general. In this case it might be.

Looks like most other groups use our road data and do the damage
assessment on buildings themselves. So it's probably not really important.
