Increase 600M to 700M and you're set for another few months.

Also, the MAX_NODES_PER_WAY can now be dropped from 12000 to 2000, now 
that no 2000+ node ways are left in OSM, and none can be created. Unless 
avar finds a way around that too, actually. :)
