Are there areas where the existing boundary relations don't match the pcode:2 areas? I've added the pcode:2 value to each of the relations in the area where the pcode:2 starts with 8 (Grande-Anse Department). Once I'd done that I created a new boundary relation around the outside and added pcode:1=8 to it. The original boundary ways had an id_commune tag which seemed to be the same number in the area I was looking, though did note that some of the old 85x id_commune codes have 10xx pcode:2s.

The boundary for the Grand-Anse department is now rendering at http://haiti.openstreetmap.nl and I was thinking of starting on another.
