Are you looking for particular data by this user or just all edits/additions by this user.

If looking for particular data then search for that first within the area then search through the history for each item.

JS's tagwatch scripts are a possible starting point but would involve setting up a lamp server then modifying them.

You would also only need to load the area you want in not the whole planet/continent.
