That's a heuristic which will work well in some areas, but I doubt it
will be flexible enough to give a good result everywhere. I've seen
passes in Peru that were only mule tracks, but were still very
significant landmarks.

Interesting point, to which I don't have an answer. I think it would
be a good idea if we put some thought into defining the major map
audiences, rather than considering it to be an infinite list, though.
